Ballot access and filing requirements see the Local Candidates – Non Partisan page of the Wisconsin Election Commission. 

1. Nomination papers may be collected no sooner than December 1 preceding the election and may be filed no later than 5 pm on the first Tuesday in January preceding the election or the next day if Tuesday is a holiday.

2. How many signatures are needed? For city-wide offices in 4th class cities -- such as Waterloo -- not less than 50 nor more than 100 for city-wide offices and not less than 20 nor more than 40 electors for alderpersons elected from aldermanic districts
3. If three or more candidates file nomination papers a non-partisan primary will be held.
4. The non-partisan general election will be held April 4, 2023.
